INTRODUCTION – EXISTING SITUATION

 

This nursery travel plan is summated with planning application (08/1126/FUL) for a proposed increase in the numbers of children from 16 to 32. The children are aged 3 months to 5 years. Existing documents for this application include a design and access statement April 2008, and a travel plan May 2008. These documents include detailed site drawings.


Nursery Proposal


The proposal is the erection of a building to accommodate children for nursery use. The proposed building is needed due to excess demand for nursery places at the existing nursery resulting in waiting lists and the new proposal will cater for this. The catchment area for the intake at the nursery will be the Hampton area, and priority will be given to those who live the nearest.
The opening hours of the nursery will remain at 08:00 – 18:00. Staff will arrive and depart approximately 30 minutes outside of these opening times. The nursery will be closed for bank holidays and the period between Christmas and New Year. Parents arrive and leave at different times each day and detailed below are the percentages of arrivals and departure time slots for existing parents.

There are 5 staff existing and 3 proposed, with the anticipation that there would be seven full time staff. Staff for the nursery will continue to be recruited from the local area, and they will be asked to sign up to the Travel Plan and travel to the nursery by sustainable modes of transport. Staff recruitment and induction will include travel options to the nursery. I, as the nursery manager and resident of 21 Howard Close do not use a vehicle as part of my job. I reinforce the ethos by walking everywhere.
Our afterschool club, the Fun Factory, already adopts such an ethos by walking the children with staff from Carlisle school to Hampton Hill Junior School. Staff walk to the school, from the nursery, and then on to the other school to drop off the children. The children’s parents collect them from the school by 6pm.
We promote walking with the existing nursery parents and children by walking to local parks etc.
Staff are offered an interest free season ticket / bike loan.

The roads around the nursery and in the immediate facility (e.g. Howard Close, Warwick Close, Ormond Drive, Cardinals Walk, Uxbridge road) are not within a Controlled Parking Zone, therefore parking is unrestricted.
In response to the recent planning application, two nearby residents have raised the issue of parking and access to their driveways. A parking survey undertaken in June 2008 by the London Borough of Richmond Upon Thames (LBRUT) has identified that there is capacity to accommodate short-term parking/drop-off by car in the area. However, this travel plan aims to reduce the number of pupils arriving by car to lessen the impact of the increased pupil numbers at the nursery.
We also aim to enforce a no drop off policy at the front of the building in the cul de sac outside 21 and 23 Howard Close as a condition of a place at the nursery. This is due to the lack of manoeuvring space in the cul-de-sac, which means that cars would be performing multiple reversing manoeuvres in an area where children are being taken inside the nursery. Parents who drop children off by car will be requested to use other surrounding roads. Other than this, there are no specific highway safety problems/issues reported by staff or parents.

Access to the nursery by public transport


The site is well served by established public transport links. Hampton BR station is the closest station and is approximately 960m walking distance. This is equivalent a 12-15 minute walk for an adult.
The site has bus stops a pair of bus stop of 50m walking distance and one bus stop within a 100m walking distance. These stops are served by three bus services. There are two further bus stops immediately outside Hampton Station, which could serve the nursery and are an approx 12 minute walk.
A total of three local bus services operate on routes which could be used to travel to the nursery within 100m.

Access to the nursery by bicycle / on foot


At the moment there is allocated space for undercover storage of bikes or buggies.  Bicycle and buggy parking is included on the proposed site plan.
There is a covered bike storage facility and covered buggy/pushchair storage facilities shown on the site plan.


Aims and objectives of the Travel Plan


There are four different user groups that will travel to the nursery; the children/parents, the staff, visitors to the nursery and deliveries. Realistically the Travel Plan will aim to reduce and maintain low level of traffic for the following three user groups; the children/parents, parents, and visitors.
The remainder of this Travel Plan sets out the Travel Plan will operate and the incentives and initiatives that will be used.

Baseline survey and review


An annual review will take place on the first anniversary of the planning permission, for the lifetime of the development. After 5 years, we will look again at our actions and methods and set new targets if required. This is known as a re-write.


AIMS, OBJECTIVES, TARGETS AND MONITORING OF THE TRAVEL PLAN

Initiation/ Operation of the Travel Plan


The proposals contain in this travel plan will be promoted to children/ parents, staff and visitors to the nursery by the nursery management. A staff member will be appointed to be the travel plan coordinator, who will be responsible for encouraging g and promoting the proposed measures of the Travel Plan. In addition the Travel Plan coordinator will organise the survey monitoring the Travel Plan and will be responsible for the Travel Plan progress statements being sent to Richmond.


First ‘baseline’ travel surveys


A baseline travel survey was conducted among existing nursery staff and parents in May 2008, with a 100%response rate. Results are shown in the table below.

The results of this survey in percentage terms are shown below:

Within 3 months of the new expanded nursery being open, parents and staff will again be asked to complete a survey to establish the new ‘baseline’. The nursery will then set targets based on these results, to reduce car-based trips to the site. These will be reported within the next travel plan.

Many parents live locally to the school, with 15 parents coming from TW12. Other locations include 1 parent TW11, 1 parent TW13, and 1 parent KT12.

Travel Plan targets


As discussed the general aims of the Travel Plan will be to achieve a reduction and to maintain low levels of private car use when travelling to the nursery by children/parents, staff and visitors.
The specific car travel reduction target will be for the five year period after the baseline travel surveys have been conducted. After this time period has expired the nursery will continue to observe and be bound by the provision of that Travel Plan. The target is a 13% reduction from 15 to 13.


Monitoring of the Travel Plan


The progress of the Travel Plan will be measured annually for the five year period. This will be done by undertaking travel surveys similar to those used for the baseline surveys. The results of the annual surveys will be reported to LBRUT..
The following chapters of this plan details the initiatives that will be employed to achieve the aims of the Travel Plan and how these initiatives will be promoted to all site users.

 

TRAVEL PLAN INITIATIVES


The Travel Plan will promote the use of local public transport services including buses and trains.


BUSES


Maps of the 3 local bus routes (see Chapter 1) will be placed on the walls of the nursery to assist parents in planning their route. The nursery will also promote the fact that children under 5 can travel for free with an accompanied adult on all London bus services. This will be undertaken by Sept 2008.


TRAINS


As stated in Chapter 1, the nearest rail station to the nursery is Hampton BR Station, shown on Plan 2, and is approximately 960m travelling distance away. The station has trains arriving approximately every 15 minutes source: www.nationalrail.co.uk. Plan 3 shows the destinations served from Hampton Station.
The nursery will continue to offer staff an interest free season ticket / bike loan.

CYCLING


Cycling to and from the site will be encouraged under the Travel Plan, with the provision of appropriate cycle facilities which are already there. The cycle storage area dimensions are 2.15m X 2.4m, which can accommodate 4-6 x covered and secured cycle spaces on site for staff and parents. Bikes will be secured/upheld with 2 x Sheffield stands, placed 0.9m apart, fitting a bike either side. There are WC/cloakrooms/staff rooms at the nursery that staff who cycle and walk to work could use to change in, additionally there will also be a showering facility. The nursery will continue to offer staff an interest free season ticket / bike loan.
There are several existing and proposed cycle routes near to the site which are shown in Plan 4.

WALKING


Under the travel plan children/parents, the staff and visitors will be encouraged to walk to and from the nursery. The proposed site plan includes a buggy parking area for 8-10 buggies will assist in encouraging walking. There are also WC/cloakrooms/staff rooms at the nursery that staff who walk to work could use to change in, additionally there will also be a showering facility. The buggy park will be implemented with the nursery extension.

PROMOTION OF CAR SHARING


Car sharing (or car pooling) will be encouraged among parents that decide to drive their children to the nursery to decrease the number of additional car trips created by the planning proposal.  Nursery staff will have signed up to the Travel plan and will have agreed to be car free.
The intake at the nursery will be from the Hampton area, so it is known that a large proportion of children will live locally. The results of the baseline surveys will provide further details on origins of trips made to the site. Encouraging and organising car pooling should make a significant difference. To assist the car sharing scheme postcode plotting exercises will be undertaken and a ‘coffee morning’ for parents who drive their children will be held to establish which parents/children could feasibly share car journeys.
The car sharing scheme will be organised and promoted by the Travel Plan Coordinator at the beginning of the new school year (September 2008).


PROMOTION OF THE TRAVEL PLAN


The Travel Plan will aim to reduce and maintain low levels of traffic for the following three user groups: the children/parents, the staff, and visitors. The indicatives in the travel Plan will be promoted by:

Promotion around the site
As of September 2008, posters will be displayed around the nursery, and in staff notice/information board type areas, highlighting the creation of the travel plan. Copies of the travel plan will be available on request.
The locations of the new on-site facilities such as cycle storage and buggy storage will also be highlighted.  The posters will also include details of the cycle routes as well as bus / rail routes, timetables and service access points, including the information from the four plans in this report. It will be the responsibility of the Travel Plan Coordinator to keep this information up to date. In addition, the posters will hold contact details of the Travel Plan Coordinator to assist with enquiries that may arise.


Electronic promotion
A copy of the travel plan will be placed on the nursery’s website. A link to a location map of the nursery from www.multimap.com, will also be placed on the website. There will also be information on the cycle parking / changing facilities available, cycle route information, bus/rail route, and a link to the local timetable information on the Transport for London website www.tfl.gov.uk. This will assist new clients in understanding our travel-related policies, and give them more information on how to travel to the nursery using non-car modes. This work will be undertaken before September 2008.


Handouts / leaflets
The Travel Plan, including details of the public transport and the incentives will also be promoted to nursery staff through staff induction packs. Similar leaflets will be given to parents when their children join the nursery in registration packs. These leaflets will detail transport links, cycle routes etc. This information will be included in the staff induction packs and registration packs from September 2008.


Promotion of travel events
Under the Travel Plan, specific travel events will be promoted round the nursery such as National Bike Week www.bikeweek.org.uk and Travel Wise Week www.travelwise.org.uk.


SUMMARY AND CONCLUSIONS

This Travel Plan will aim to reduce the car-based impact of the proposal on the local road network.
This Travel Plan sets out the timescales of the Travel Plan, the incentives the Travel Plan will employ, and how the Travel Plan will be marketed.
Through the Travel Plan and the appointment of a travel Plan Coordinator, rail services, bus services, cycle routes and car sharing will be promoted to achieve this objective.
Baseline surveys show the original travel modes to the site. After nursery expansion, another ‘baseline’ survey will be undertaken, and targets to reduce car-based trips will be set. The progress of the Travel Plan in comparison to the baseline flows will be monitored by annual surveying, the results of the surveys will be reported to LBRUT for the five year period.
